The area of the cluster's operation does not exceed the borders of one poviat or 5 communes. The cluster has an open formula, and participation in it is based on voluntariness and the will to cooperate. The design takes into account local specificities and needs. In the Zgorzelec Cluster, heat and electricity production will be carried out in highly-efficient cogeneration, while in the case of the Soliński Cluster, a photovoltaic installation is planned, which will contribute to the improvement of local energy security and the condition of the environment and will strengthen the local economy. Within the cluster, actions are taken to create a modern environment for cooperation in the field of research, implementation and staff training, ensuring mutual transfer of knowledge, resources and the latest innovative technologies. By activating the poviat’s inhabitants, the cluster also favors the development of civil society in the region.
The cluster is also a place where, as a result of highly-efficient cogeneration, electricity and heat are produced for the local market. This provides the cluster partners with energy security while maintaining price competitiveness. Additionally, professional power industry supports local communities in achieving the most important goal, which is to ensure continuity of electricity supplies, especially in less urbanized areas. The development of the idea of energy clusters leads to stable energy supplies and energy self-sufficiency at the commune or poviat level. The project takes into account the local specificity and the need to stimulate the development of the region through the use of locally available energy resources, primarily renewable energy sources.
Both the Soliński Klaster Energii and the Energy Cluster of the Zgorzelec Poviat are part of the Group’s activities aimed at diversifying energy sources. Both clusters received the Pilot Energy Cluster Certificate from the Ministry of Energy for pioneering projects in the distributed energy sector. This distinction is to reward clusters that implement their strategies based on local needs, using the synergy of cooperation between local entities.
Over eight hundred local government officials participate in the meetings. They are a place to build partnership relations as well as talk about issues important from the point of view of both parties. A significant part of the meetings is devoted to the ongoing and planned investments in a given area, as well as the role of local authorities in the preparation and implementation of these investments, as well as the cooperation and role of both parties in the preparation of spatial development plans. During the meetings, which took place in the second quarter of 2019 in 6 branches, the topic of the medium voltage cabling program, important for the development of the Polish energy sector, was also discussed.
